Help please simple question

How to use Karma point? I mean how to activate and how to give karma positive and negative to user?

To have the opportunity to vote in Karma, you accumulate a certain number of points (posts on the Forum) and time spent on site.

Limits are set in the Admin Panel

Admin panel -> Karma -> change settings
