Композер нужен. В опэнсервере вроде есть встроенный где-то. Нужно зайти в консоль опэнсервера и в папке с двигом выполнить composer install

To enable extensions, verify that they are enabled in your .ini files:
- W:\ospanel\modules\php\PHP_7.3-x64\php.ini
You can also run `php --ini` inside terminal to see which files are used by PHP in CLI mode.
Installation failed, reverting ./composer.json to its original content.
а конкретно чего в php.ini закомментировано или вообще не хватает - понятия не имею
